[Design] [cosmo][Bug 8130] Making an all day event no longer all day makes it an any-time event

As a point of information, Palm in its calendar applications has for
years had buttons when creating an event to set it as either "All Day"
or "No Time" as alternatives to setting a start and stop time. Palm
displays the "No Time" events (also referred to by Palm as "untimed
events") above the regular calendar canvas. This is identical to what
we do in Chandler for anytime events.

"All Day" events are simply blocked off in the regular calendar with
start and end times based on your Preferences settings.
