[Design] [cosmo] Performance test for 0.6.1

On the original e-mail that I sent out last week, I had asked if ppl  
wanted me to break out the performance test list for 0.6.1 and for  
0.7. I didn't hear back from anyone. =(

Basically all items in the 0.6.1 are the same as the items on the 0.7  
list (which I will be sending out shortly), I just removed dashboard  
scenarios from the 0.6.1 test cases. That's it.
