[Design] In and Out Collections should appear out of the box

Given that Communications will be a major part of the Dashboard in  
0.7, I propose that we reintroduce the In and Out collections out of  
the box. Currently we only introduce them when the user fills out  
email account information.

A couple of reasons to do this:

1. Currently, I send mail in Chandler, but there is no Out  
collection. The IN and OUT collections only appear if I fill out  
incoming mail account information.

2. I can subscribe to other people's collections that contain emails  
FROM or TO myself, but because I haven't filled out email account  
information, I can't see those messages in IN and OUT collections.

3. There is a Mail App area and a way to Stamp items to address them.  
But there are no In and Out collections.

Are there any objections to doing this?
