The existing behavior is there as a stopgap until we can finish more of 
the other dashboard functionality; the goal is to eventually implement 
the design as spec'd (that is, single-click on arrows toggles open/closed)

I'd prioritize "tweaking the stopgap" as equal to "implementing the 
design as intended", so unless you're planning on changing the original 
goal, it's probably not worth discussing additional intermediate ones :-D
