[Design] navigating collections from the keyboard

Currently there is no way that I'm am aware of to navigate the sidebar 
from the keyboard.  If you pick a collection with the mouse you can then 
use the up/ down arrows to move to an adjacent collection but you can 
only move one collection away from the first one.  After the arrow key 
causes you to go to a different collection the focus jumps out of the 
sidebar and addition presses of the arrow key will no longer affect the 
sidebar. 

This seems like an accessibility issue to me.  We might want to think 
about how to make the sidebar accessible from the keyboard.
