Yes, but this would only be if the user is not logged on to Cosmo. As
an 'anonymous' Cosmo user, you would see whatever the time-zone the
Chandler user (the shar-ER) would see.

So first, the Cosmo user would have an account and is logged in. This
happens when the Cosmo user first selects and turns on time-zone
support. The first item in the drop down is based on whatever their
computer is set to, not based on the IP address. I have been informed
that Cosmo the web client can get the time-zone from the browser
through javascript–Matthew correct me if I'm wrong here.

Yes. If the Cosmo user *does not* turn on time-zone support, then the
events will fall in the 'floating' time-zone as in Chandler.

+ If the user is logged into Cosmo and has turned time-zone support
on, then the Cosmo user has the ability to select which time-zone
they wish to be in.
+ If they subscribe to a collection from the Chandler user– the
collection displayed in the Cosmo UI will be based on the time-zone
the Cosmo user has selected (not on the Chandler user's time-zone).
+ If the user selects the individual event items in the subscription,
it will display time-zone from the Chandler user in the event details–
this is different from the calendar time-zones in settings.
