[Design] Alpha3 and Alpha4 plans

As per the update in yesterday's staff meeting, I have modified both  
the Alpha3 and Alpha4 planning pages as well as the main planning  
page to reflect our new plan.

+ Alpha3 is now a short release targeted specifically at background  
sync and a select group of performance fixes.

+ Alpha4 focusses on getting a basic dashboard in front of users for  
experimental use.

Since many of the Alpha4 work items will start during the course of  
Alpha3, I will be working with Philippe and Katie on a more concrete  
plan to determine what pieces will be in progress sooner than others.  
Also, Mimi and I are working on the following specs for both Alpha3  
and Alpha4.

+ Stamping
+ Dashboard
+ Email
+ Labelling and user-defined attributes
+ Installers
+ Contacts (for SoC)

The Alpha3 goals have no specific dependencies on upgrades to Cosmo  
Demo however Alpha4 will require the server to be running Cosmo 0.4.  
I will be working with Katie and John on an timeline for getting  
Cosmo Demo upgraded.
