[Design] 0.7 Scheduling spec - 1st draft

I checked in a first draft of the scheduling spec in svn. Even if we  
are implementing features in stages, we will continue to have only  
one working spec, rather than a different one for each phase. I have  
added place holder sections for the phase 2, 3...detail.

It still needs a few additions. There are a some existing bugs we  
would like to fix which will be listed. Jeffrey will also be filling  
in the developer details section. I will send an email to the design  
list when there are significant updates but you can track more  
individual tweaks on the commits list.

As with 0.6, you can always get to the latest specs and status from  
the table on the planning page.
