[Design] Proposals: support AM/PM guessing if the user enters a time without it?

Thanks, Dennis - I'll be sure to include this proposal when I call for 
voting soon.

I don't know what version of Chandler you're using, though - if you've 
tried one of the versions more recent than our official 0.6 builds (that 
is, one of the weekly milestones or something direct from our Subversion 
tree), you might look for the autocompletion popup I added to the time 
fields: as you type in it, it gives you choices to complete the time:
- If you've entered one or two digits, less than 13 -- for example, "10" 
-- you get AM & PM choices: "10:00 AM", "10:00 PM".
- If you've entered two digits, 13 or more -- eg, "19" -- you just get 
the PM choice: "7:00 PM".
- (This assumes you're using a system locale that normally uses AM/PM in 
its time displays; 24-hour time locales just complete on the hour value 
you'd typed -- "10:00" and "19:00" in the above two examples).
