[Design] Updated dashboard spec

Mimi and I made some updates based on the review last week and added  
in a few more mockups. We specifically added some detail at the end  
of the Alpha4 section with a proposal for prioritizing the features  
since we know there is a lot of work here and we may not get it all  
done in Alpha4.
