[Design] Dashboard Spec

With a lot of help from Mimi, I finally have a first draft of the  
Dashboard spec ready for review. Most of the contents relate to  
getting the first stage of an experimentally usable dashboard up and  
running in Alpha4. I still need to work with the dev team to figure  
out if this is all doable or whether we have to further stage this.  
We have also started to fill in some details around future dashboard  
features but really need to get something out there in front of users  
to inform decisions for future 0.7 milestones.
