[Design] First draft of 0.7 sidebar spec

I have put together a very brief spec detailing some changes we would  
like to have in the sidebar for 0.7. It's important to note that some  
of these modifications will have to move in lock step with getting  
the experimental dashboard up and running which is a major goal for  
Alpha4.

PLEASE NOTE: A number of these changes are based on user feedback  
from 0.6. We anticipate that when we have some version of a  
functional dashboard we will receive another round of feedback and  
will have to appropriate tweak the plan in order to get the sidebar  
and virtuality correct for the set of features we have. For this  
reason, we cannot say for sure if this is the final spec for 0.7. We  
have identified that these improvements need to be made first and  
will go from there.
