If I were designing Chandler for me and me alone, I'd want a separate
menu item/keystroke for deleting the currently selected collection, and
focus wouldn't be on the sidebar unless I double clicked on a collection
to change its name.

In that universe, the behavior you describe would seem right to me
(i.e., not a bug).  But my understanding is that's not the universe
we're living in, so I think this is a bug.
