[Design] [Process] Highlighting final decisions on the design list

Due to the significant traffic on the design list, we have been  
working on ways to help summarize conversations and communicate  
decisions for those who want to participate in the discussion but  
don't have time to follow every single thread. Our weekly summary  
emails are one step in addressing this problem.

It has also been brought to our attention that there is a need to  
alert people when we have closed on a proposal and are about to move  
forward with a final design decision. This gives people the  
opportunity to catch up on a thread or weigh in on the discussion  
before it's too late, sort of like a "last call" for input scenario.  
Going forward we will be tagging these emails by adding [Decision] in  
the subject ie: [Decision] timezone features for 0.7, giving people  
the opportunity to respond within a reasonable time frame.
