[Design] Floating timezones

Hi Folks,

Sounds like we're mostly on the same page about timezones, we should
have an option to hide or show timezone UI, by default the OS timezone
will be used for new events.

Good point, Philippe that default preferences are always a thorny
issues.  Recently I was reading someone or another saying the hardest
thing for open source projects is removing or disabling someone's pet
feature, I'll try not to fall too deep into that hole.

I wrote about 6 arguments in favor of show-by-default and erased them.
Mostly, I think Philippe's right that interested users will go look in
preferences and turn this on.  All that remains is a vague uneasiness
that we might not polish timezone-shown UI as much if it's not on by
default.  With that fear named, I'm happy with hiding timezones by
default in 0.7.
