[Design] [Cosmo][Proposal] Time-zone on Cosmo UI

Could the account also hold the information of when a Chandler user  
changes their time-zone? It would then be reflected when the CC click  
on the URL/ticket again and it updates the time-zone information.  
Once again, it would be as if the calendar information on Chandler   
is mirrored on the web browser.
