[Design] [Cosmo-Last Call] Time-zones on Cosmo UI

Oh I think something got lost along the way, let me clarify.

When a Chandler user who is not using timezones shares a calendar  
with a Casual Collaborator, can Cosmo figure out whether or not the  
Chandler user had timezones turned on when they shared the calendar?

My understanding is that even if the Chander user never turned on  
timezone support, the events will be stored in Chandler and on Cosmo  
with a timezone? Is that true?

It sounds like in Cosmo, events can be stored with no timezone or  
floating timezone?
