To quickly answer your question yes, turning time-zone on would mean  
having time-zone selector in the event details AND a time-zone  
selector for the calendar canvas.

When time-zone is turned off, then everything is displayed in  
floating time-zone. I believe this is what we want to have done as a  
complete time-zone feature, but per Bobby's recent e-mail we may need  
to stage that for 0.6.

I'm going follow up with a reply to Bobby' email to confirm the time- 
zone feature for 0.6.
