[Design] [Cosmo] Accessibility for home collection browser

We currently have the ability in Cosmo for users to see a file  
browser view of their data. They can also access admin features. On  
the design list, there has been much discussion around the how users  
get to these components in the UI.

Since we still haven't come up with a design everyone is happy with,  
I thought it would be helpful to first list out and discuss the  
requirements around this feature before we try and determine the  
right UI solution. After reviewing all the emails, here is what I am  
hearing...(I realize some of these are slightly contradictory).

+ The home collection browser feature needs to remain accessible to  
all users.
+ The link can be de-emphasized or the UI can be a bit "ugly".
+ The link needs to be somewhere unobtrusive that makes sense to the  
user.
+ The feature needs to be in a place where users will discover it.
+ We need to design the right UI optimized for our primary target  
user - casual collaborator.
+ We don't want to confuse our more potentially naive casual  
collaborator users.
+ We don't want to have people who don't know what they are doing or  
have no idea how the file sharing works accidently delete their data.
+ We don't want to show a link to an admin UI if the user doesn't  
have admin privileges.
+ The design solution needs to map back to real usage scenarios.

I wanted to get people's thoughts on these requirements (and any  
additional ones). If we can agree on that list, then we can move onto  
to discussing solutions.
