[Design] Collections refuse addition of certain items?

Currently there are places in code that assume you can always add any
item to any collection (at least I think so).

Is the plan to allow this indefinitely?

Or is the plan to let collections reject some items?

As an example of where the latter would make sense in my opinion is the
certificate store: I think it does not make sense to add anything other
than certificates to the Certificate Store collection you see in the
sidebar if you do Test > Certificates > Manage.
