[Design] [Scooby] Managing Calendar/Timezone

Ok, that makes sense. Maybe we can unify the language a bit and just
call it a timezone picker so that we're clear that the functionality
we're going to have in Scooby is the same functionality we have in
Chandler.
It seems like there are 2 features here that could be implemented
independently:
1. Timezone picker: A pulldown to change the timezone of the
calendar canvas (not the calendar itself)
2. Scooby persists the timezone selection across user sessions.
