[Design] Cosmo ticket ideas

	I like the idea of granting access rights to calendar data using  
tickets, but I can see a potential problem if a user has more than a  
few tickets active.  If I, as a user, have a number of calendars and  
want to grant rights to differing groups of people for varying  
amounts of time, it might be very easy for me to forget which ticket  
is being used for what purpose.  To make it easier to manage tickets,  
I suggest a comment field associated with each ticket, allowing the  
user to (optionally) add a notation to a ticket.  I believe that this  
would provide a way for users to keep track of finer-grained access  
rights to their calendars than is possible currently.

	In addition to ticket comments, I was thinking that it might be  
useful to have the ability to restrict access to users of the cosmo  
server.  If the calendar being shared was somewhat sensitive and  
there was a concern that the ticket might fall into the wrong hands,  
the ability to restrict access to users of the server might give a  
higher comfort level to the users.  Given that I don't know the  
mechanics behind WebDAV(/webcal:) and CalDAV access to calendars, I  
don't even know if this is possible, but I offer it as a suggestion  
to be considered.  Perhaps this idea could be part of a more generic  
ACL mechanism.
