[Design] leveraging free-busy information

As we near the time of first implementation of free-busy, it occurred
to me that it would be useful to me and the people I am trying to
schedule meetings with if they could see my free-busy info,
regardless of whether or not they are using Chandler.
I am mostly referring to people outside of OSAF, and, in fact, it's
Esther who does the scheduling, but the principle holds. In fact,
since none of the people in this set use Chandler now, free-busy info
is only valuable if it's readily accessible. A conceptually simple
way to do this would be to issue a ticket with a URL that points to a
pure HTML (read-only) version of my free-busy. It would be
accessible from any browser pointed to that URL. I'm thinking it
might be as simple as generating a data, one week per page, for the
next 12 weeks with simply next/previous navigation between the pages.
