[Design] Feature request - Outliner

I see an Outliner as a key feature, as well as a tool to be used 
throughout Chandler.  

It should also be considered as a "Cross-Parcel Resource" used 
throughout Chandler.

I believe that adding an efficient and easy-to-use Outliner Parcel to 
Chandler will be one of the features which ensure its runaway success.  
Everyone needs outlining to organize and think through their life's 
activities- from project breakdowns, to separating all the parts of 
their life into carious categories like- work, family, house, car, 
etc.  But easy to use tools for this are not readily available or 
broadly marketed- so folks generally use MS Word for simple outlines.

I found the outliner in ECCO as a very useful tool and still find 
myself going to that when trying to organize my thinking about a 
subject- but it was too hard to use for most.  I first used the DOS-
based PC-outline years ago, and still have a copy of it on my 
computer.  Sometimes I use PowerPoint as an outliner because it is so 
easy to use.

Some of the key areas where outlining will be used as a "Cross-Parcel 
Resource" within Chandler are as follows:
  - managing the left-hand pane of the "standard" 3-pane window
  - outlining within whatever simple text editor is in Chandler
  - outlining within the task management tool- as a way to easily 
define work breakdowns of larger tasks 
  - outlining within a more generic "project folder" where the user 
drag-drops, and Chandler auto-filters all documents, emails, tasks, 
calendar entries, contacts, etc. that are related to that project.
