I wish to second Eric's observations. I already find myself slowing in 
my specific technical postings to the list precisely because I don't 
trust that they'll show up in a central way as "here's the most-current 
evolution of Paul's thinking." A Wiki page, with links to other 
relevant pages either on or off site, would help address that.

One of the concerns that people seem to have is managing the 
signal:noise ratio on a fully-public system such as a Wiki. Currently, 
the suggestion on the table is to investigate Wikis that have some sort 
of authentication and privileges mechanism. Let me propose an 
alternative solution: an Apache web server running 
<http://www.levien.com/free/mod_virgule>. mod_virgule is the module 
behind Advogato, an open-source developer community that works by 
members rating each other, and that rating system is tied to 
capabilities such as posting. The result is an extremely good 
signal:noise ratio on Advogato. I believe that mod_virgule could serve 
the Chandler project in exactly the same fashion.
