[Design] Mail: parsing bounces and over quota returns

Chandler's mail facility should have some ability to
provide smart handling of messages returned due to
quota overages or unknown addressees.

As it stands now, most mail readers provide no
handling at all.

What should happen, in the case your addressee is over
quota, is a notice should pop up to you saying their
mailbox is full, get in touch with them some other way
(perhaps have that automatically dropped in the todo
list?), and it should automatically queue the mail for
a resend in, say, 24 hours.

In the case of an unknown user bounce, the original
message should be transferred to the drafts folder for
readdressing, and a message popped to the user to get
in touch with the addressee some other way (again,
popped in to the todo list aotmatically?).

This has the added advantage of being able to flag
spams that masquerade as bounces, since Chandler won't
be able to find a corresponding original mail in the
Sent Items archive.
