[Design] filters: Subject to automation

I've come up with something that would make filtering
much simpler, and it'll work cross platform, too.

If you look at the Subject: header of our mailing list
messages, you'll see: [Design] on every one, and on
the developer's list, we get: [dev].

Chandler should let us define a square bracketed
phrase to prepend to mails associated with our various
projects, such as [python migration], or [ADM
account]. If we reply to a message that's been
filtered into a project folder, Chandler automatically
prepends the square bracket phrase to the Subject:
header. If you're composing a brand new message,
Chandler presents a drop down list of your defined
phrases to prepend. It could even be filtered,
depending on who's in the To: header.
