[Design] Chandler Core Specifications and API's? [Was: Chandler Agent Framework]

        We're still in the process of getting organized.   Soon, we will 
have a wiki-type tool that will be a way of organizing the information 
and collecting feedback.  We'll also have a tool like Bugzilla for 
keeping track of bugs and development tasks.  (I know we can eventually 
use Chandler for this, but first we have to build Chandler).  Important 
specs and other documentation will also be kept in the "For Developers" 
section of the OSAF website.
