With most (if not all) e-mail clients I have used, delivery of attachments is an all-or-nothing proposition: if there is an attachment, it goes to everyone. However, often yoiu do not want to send the attachment to everyone on the distribution list. Say you are sending a for-record CAD drawing to an engineer, and want to let QA know the drawing was sent, but not to send the 20 MB file to QA. When building the To list for an e-mail, it would be helpful to allow designation of recipients who will / will not receive the attachments. Those who do not could get a footer along the lines of "Attachment XYX sent to JSmith;MJones". sPh
