[cosmo-dev] scheduler branch work

I started a wiki page 
http://chandlerproject.org/Journal/SchedulerPrototypeNotes which 
outlines the work done so far on the scheduler branch and should give a 
good idea on how to configure a supported schedule such as the forward 
looking report, and how to implement a new type of schedule.  There is 
still work to be done including tweaking the email format, error 
handling, and configuration options.  But, I have been able to 
successfully setup a schedule by managing user preferences through atom 
and have received an email report.  So progress is being made :)
