[cosmo-dev] Copyright dates

Cosmo r6765 updated the copyright date on apparently all files in  
Cosmo to include the year 2008.

I thought I should mention that technically, this is not proper and  
not legally valid.  The copyright dates that are in effect depend on  
the last date a file has been changed.  You can't update a copyright  
date just by labeling it as such (oh my, wouldn't the record companies  
and Disney be pleased if that were the case).

It is possible to script the update of copyright updates, but you must  
change based on the actual lastmod of the file.  Bear did this for the  
Chandler tree at one point, I'm pretty sure; perhaps he has some code  
he can share.

I recommend reverting r6765, assuming my reading of what actually got  
changed is correct.  Apologies if this has already been done and the  
big list of the files is really just those that have been touched this  
year.
