[cosmo-dev] Cosmo 0.13.0-RC1 is ready for release testing

Hi Nitin

There are a number of minor bug fixes, I believe, but the major work  
was related to security. Specifically, Randy has patched up a  
significant security hole in the server that allowed users with read  
access to a collection to gain read-write access.
