[cosmo-dev] Cosmo 0.13.0-RC1 is ready for release testing

Thanks for the update Travis.

I just need to know what does this release contain. Is there any major
functionality addition or is it more like a bug-fix release.

Hi Nitin

Randy's out of town until next Monday, but I believe release notes  
have not been put together yet, as the release has not been finalized.  
The final release notes should be connected to the official release  
announcement.
