Thanks to all who helped out.  We were able to shake out some problems 
that I wouldn't have found by testing on a local server.  I had 
forgotten that the http spec says that multiple headers with the same 
key can be combined into one with a comma delimited list of values, 
duh.  And apache apparently does this.  So I'm going to fix that problem 
and verify on a new instance on sec.osaf.us.

I'd say we are about ready to merge the changes to the trunk (and then 
branch again for 0.13 heh), but I'd still like to do some more testing 
with the error handling changes Grant is working on.
