[cosmo-dev] [Last Call] Bugzilla components for Cosmo

Travis sent out this proposal a while ago and we never made the  
changes. The only addition I would like to make is that we add a  
component for Web Widgets.

Unless someone has any objections or alternate proposals by the end of  
today, I would like to go ahead and make these changes.
