[cosmo-dev] root login to OSAF

The default password for root is "cosmo".  Thanks for noting that the 
above page doesn't mention this.  I have updated the page.

I just tested this on Windows XP SP2.  To install the service I did:

cd c:\osaf-osaf-server-bundle-0.16.0\bin
service install chandler
net start chandler

It works for me.  I wonder if SP3 makes a difference, I'll have to get 
it and try.
