[cosmo-dev] [General] [Decision] List consolidation

We're going ahead with this proposal.
- general@, design@ and service-dev@ will go very quiet as we move those
conversations to chandler-dev at . If you want to continue following day to
day management of the project, make sure you are subscribed to chandler-dev@
- chandler-dev@'s charter will expand to include discussions about
product design (both for Desktop and Server) as well as general project
management for the whole project. It will also include conversations
about project governance, wiki and websites, project evangelism, etc.
This list will no longer primarily focus on the desktop -- going forward
it will be about the development of the whole project.
- cosmo-dev@ will retain the same basic charter. Some project management
conversations will happen on chandler-dev@, as we prioritize and
coordinate work for the whole project as one team.
- Broad product direction and other general interest topics will show up
on the blog.
