[cosmo-dev] Build timestamp added to about.jsp

The Hub-style builder used for OSAF testing of Cosmo updates about.jsp  
(the "About" link on the login page) to include the subversion  
revision.  To better support work on in-development branch builds  
(such as the Dojo 1.0 branch and security branch), I've added a  
timestamp to that box, so you can see how long ago a test instance was  
built.

This isn't any change to the actual Cosmo source tree, only in how lab  
builds instances.
