[cosmo-dev] New layout for login/activate

Hi Folks,

I just implemented a three column layout for the Cosmo login and 
activation pages.  The design came from

which is focused on adding a place to highlight new widgets that connect 
to hub.

Those widgets (at least for the time being) will be targeted 
specifically at Hub, so it doesn't make sense for non-hub Cosmo 
instances to display widget information.  So the code checked in 
actually looks like:

I'll add the appropriate Hub specific "gallery" element to our Hub 
customization code.

The change consisted of adding a threeColumnLayout tag and associated 
CSS (plus rearranging a few divs and changing a few message resources).
