[cosmo-dev] Turning on email activation

Hi Folks,

I thought I'd try turning on email activation, so I followed the 
directions here:

I changed my cosmo.properties and left server.xml alone because I wanted 
to use the default of sending mail to localhost.

After I did this, I restarted Cosmo, then I tried creating a new 
account.  I immediately got the "new account created" form, and as far 
as I can tell no emails were sent.

Am I missing a step somewhere?
