[Cosmo-dev] Bug 10304 and base64 encoding

Sorry, it was unclear:

Since the revisions adding base64 encoding are already in trunk, I'm  
proposing _not_ changing that by committing the reversions I'm  
proposing for the 0.7.2 branch. So while for most commits to the  
0.7.2 branch have been followed by an identical commit to trunk, that  
would not happen for the 0.7.2 reversion commit.
