[Cosmo-dev] Cosmo 0.7.1 is now ready to be built and tested

0.7.2 branch has been created.

0.7.1-RC1 has been tagged and created.

I updated the build script QA uses to build/install tags to work with 
0.7.X-RCY tags and have shown Adam it's use.
