[Cosmo-dev] Cosmo trunk is now 0.8-SNAPSHOT and the 0.7.1 branch has been created

Per the earlier thread (well at least the branch discussion part) - I 
have created the 0.7.1 maintenance branch:

	server/cosmo/branches/0.7.1

and I have tagged the trunk as 0.8-SNAPSHOT
