[Cosmo-dev] 0.7.1 nominations

If people have other nominatons for 0.7.1 please add them to the  
bottom of Katie's list.   We'll try to go over that list today after  
I get back from the doctor.   In order to unblock developers to start  
working on 0.7.1, we will probably try to at least get to the point  
where each developer has 1-2 bugs that they can get started on.
