[cosmo-dev] Cosmo 0.10

I've moved all the unclosed bugs from Cosmo 0.9 to Cosmo 0.10.    
While we are waiting for Adam to post his test coverage message, and  
work out a plan for how to help, people should go ahead and tackle  
bugs from 0.10.   I'm a bit reluctant to set a firm date for 0.10 to  
be done until we get out of the backlog of 0.8 and 0.9.  November 9  
would be 2 weeks from today, though.
