[Cosmo-dev] Changes to the bug council

Katie and I were observing that there is a relatively small amount of  
disagreement when it comes to how bugs should be handled.   Most of  
the time, we take my recommendation for priority, and I defer to  
someone from PPD for end user facing bugs.   Given our recent track  
record, we'd like to propose some changes to the bug council process.

Instead of meeting weekly, current bug council attendees should go  
through and leave any comments that they have on bugs that are of  
interest to them.    At a regular time (probably the existing bug  
council time), I will go through and assign all the bugs, taking  
people's comments into account.   This means the people only need to  
pay attention to bugs that they have a particular interest in.
