This is the issue; using nc to dump a couple of variants, I find that 
removing the Content-Transfer-Encoding header allows Cosmo to proceed.

I remember Cookie2 from way back in the day; you can find it in rfc 2965 
for instance.  Nobody, except for Opera apparently, uses it.
