[Cosmo-dev] trunk: 0.8.1 or 0.9

the trunk version number is currently set to 0.8.1, but that doesn't
seem right. 0.8.1 would be for bug fixes against a released 0.8.0,
which doesn't exist yet. there's nowhere to check in 0.9 work, and
while we could solve that by creating yet another branch, it doesn't
make sense to do that (unless somebody's doing extremely destabilizing
work, which i think should be done on a private branch) and have
everybody committing to it.

i propose that we change the trunk version to 0.9 and that we make a
0.8.1 branch off of the 0.8 one when 0.8 is released.
