Ok.  As far as I know, there's no code changes needed to 0.10 to  
implement this.  The backend reason this data got in there is fixed,  
and the "fix old data" is going to be "run this SQL on Hub production".

I will do that (now that I understand how the data got there), but  
unless you're talking about adding this to migration, there's no 0.10  
change needed and this is technically a Hub-specific ticket not a  
Cosmo one.  (Meaning this specific ticket could probably be changed in  
Bugzilla to the Sharing Service product).
