Just wanted to wrap up this thread. On the design list Ted wrote:

I think that there is a small window of time while people have not

Given this, I'd like to propose we follow Ted's suggestion to drop
Safari 2 support for 0.11 and not implement a JS detection page until
we hear user complaints. If interested parties could respond by the
end of today that would be great!
